May 19, 2015 CONGRESSIONAL RECORD — SENATE S3051 (top of 3rd column on right):
Mr. McCONNELL. Mr. President, I think we are all aware that Chairman Hatch and Senator Wyden have been working in good faith over the last several days to set up both debates and votes on amendments from both sides of the aisle. .........
I will point out that while I will file cloture on the bill this evening, that is not the end of the story. I will repeat that: That is not the end of the story. The bill managers will continue to work together to get more amendments available for votes before the cloture vote .... I still think we can get that done.
It is my hope that we will be able to process a number of amendments, particularly those which are critical to Members on both sides, and then move forward, and we will have a couple of days to accomplish that.
CLOTURE MOTION
Mr. McCONNELL. Mr. President, I send to the desk a cloture motion to the Hatch amendment No. 1221 to H.R. 1314.
The PRESIDING OFFICER. The cloture motion having been presented under rule XXII, the Chair directs the clerk to read the motion.

The PRESIDING OFFICER. The clerk will report.
The legislative clerk read as follows: The Senator from Utah [Mr. HATCH] proposes an amendment numbered 1411 to the language proposed to be stricken by amendment No. 1299. ...... The amendment is as follows:
In lieu of the text proposed to be stricken, insert the following:
(11) FOREIGN CURRENCY MANIPULATION.--The principal negotiating objective of the United States with respect to unfair currency practices is to seek to establish accountability through enforceable rules, transparency, reporting, monitoring, cooperative mechanisms, or other means to address exchange rate manipulation involving protracted large scale intervention in one direction in the exchange markets and a persistently undervalued foreign exchange rate to gain an unfair competitive advantage in trade over other parties to a trade agreement, consistent, with existing obligations of the United States as a member of the International Monetary Fund and the World Trade Organization.

With regard to the overriding bill, H.R. 1314, ENSURING TAX EXEMPT ORGANIZATIONS THE RIGHT TO APPEAL ACT, here is how it sailed in the Hose of Representatives with only 40 minutes of debate on the bill and a voice vote (not a recorded "Roll Call Vote") -- the "40" minute debate was actually just 11 minutes if you look at the transcript below -- but I quibble so forgive my rant, sigh.
